Brazil's construction market stood at USD 120.5 billion in 2022. The Average Annual Growth Rate (AAGR) for 2024 to 2027 is anticipated to be over 2% by investments assumed in the transportation, industrial, renewable energy, housing, and oil sectors during this period of sectoral growth. Personal protective equipment is an essential part of the construction industry. Such protection gears protect the health and safety of workers who tend to operate within the construction site. Construction sites are exposed to many forms of dangers, including falling debris, sharp instruments, and heavy machinery. The use of personal protective equipment, such as hard hats, gloves, safety footwear, and goggles, is vital in preventing injuries associated with these dangers, leading to the Brazil personal protective equipment market expansion.
Moreover, Brazil produced around 2.2 million vehicles in 2023. Hybrid (HEV) and battery (BEV) electric cars are also to be manufactured in a total of 1 million units by 2030. Use of personal protective equipment is essential in the automotive manufacturing sector because it ensures safe manufacturing for those employees who are exposed to many kinds of risks. This includes heavy machinery, moving equipment, and sharp tools. All these present dangers to the workers. Protective gloves and steel-toed boots avoid cutting, scarping, or crushing injuries. Safety clothing prevents burns from streams of hot pipes and explosions or other massive dramas.
Brazilian PPE manufacturer Prots announced that it is robotising operations at its Araquari, Santa Catarina facility to improve the production of insulating gloves and sleeves used for electrical protection. The factory currently has capacity for up to 15,000 pairs of gloves per month, while the company expects the manufacturing complex to be fully robotised by 2027. The investment indicates greater use of automation in Brazilian PPE manufacturing, particularly for products requiring consistent production quality and precision.
Delta Plus Group announced the acquisition of Athenas, a Brazilian specialist in fall-protection equipment. The transaction expands Delta Plus's existing Brazilian PPE operations, following its earlier acquisitions of Pro Safety and White Lake. Athenas strengthens the company's portfolio in fall protection, while the broader integration expands its presence across Brazil's workplace safety equipment supply chain. The development is particularly relevant to industrial, construction, energy, and other applications where height-related hazards require certified protective systems.
Brazil's Ministry of Labour and Employment issued Communiqué LXVI concerning Certificates of Approval (CA) for footwear evaluated by product family. The communication forms part of the ministry's continuing clarification of PPE certification procedures under Brazil's regulatory framework. Since PPE can only be marketed or used with the applicable CA, changes and clarifications around certification directly affect manufacturers, importers and distributors supplying protective footwear to Brazilian workplaces, thus boosting the growth of the Brazil personal protective equipment market.
Fundacentro published technical analyses addressing the effectiveness and selection of respiratory PPE for biological exposure in hospitals. The guidance highlighted that respirators designed and selected for chemical agents should not automatically be treated as suitable for biological contaminants because the selection criteria differ. It also noted that repeated reuse of respirators can affect fit and sealing through deformation or damage. The development reinforces the importance of application-specific respiratory protection programmes and correct PPE selection among Brazilian healthcare employers.
Brazilian organizations are becoming increasingly aware of the correlation between PPE selection and proper occupational-risk management instead of depending on standardized equipment. With the newly revised NR-1 Chapter 1.5 that took effect on 26 May 2026, better approaches have been provided in hazard identification, risk evaluation, and determination of control measures. In addition, there is now a 2026 Q&A tool as well as an application manual provided by the Ministry of Labour and Employment. For PPE suppliers, this creates greater demand for products matched to specific exposure profiles, work processes, and documented risk assessments, encouraging more specialised product portfolios and technical support during procurement.
There are now increased interests in PPEs that can cater to a wider population among the Brazilian occupational safety regulations. In the June 2025 CTPP, the Brazilian Ministry of Labour reviewed the modifications of NR-06 related to the PPEs of the disabled workers where there were technical discussions held among PPE testing laboratories and employers and workers alike. There is an implication of a shift towards catering to workers who may not be well-suited with traditional-sized PPEs. Manufacturers therefore have opportunities to develop more adaptable helmets, footwear, gloves, protective clothing, and other equipment with improved ergonomics and accessibility.
Brazilian PPE requirements for thermal hazards are encouraging more detailed attention to garment construction and visibility features. In August 2025, the Ministry of Labour issued Comunicado LXIV clarifying requirements concerning retroreflective bands on protective garments used against thermal agents, including arc flash and flash fire. The clarification is relevant to industrial environments where workers face heat, flames, or electrical-arc hazards and require garments combining thermal protection with visibility. This is supporting greater differentiation between general protective clothing and technically specified garments for electrical utilities, industrial maintenance, petrochemical operations, and other high-risk workplaces, thereby shaping the trends of the personal protective equipment market.
The approval procedure in Brazil is increasingly focusing on the demonstrated performance of the laboratory prior to using PPE in the workplace. The CA service of the government requires manufacturers and importers to present the correct conformity certificate, technical report or laboratory test report based on the type of equipment. Testing in a Brazilian laboratory accredited by INMETRO may also be necessary for some products. The estimated CA process takes 30-60 calendar days after the required documentation is submitted. This is encouraging suppliers to build testing, documentation, and certification planning into product launches and procurement cycles rather than treating compliance as a final-stage activity.
Brazil’s occupational-health agenda is increasingly focused on preventing fatal workplace incidents through systematic investigation and intervention. In August 2026, the Ministry of Health established the Pacto Pela Vida do Trabalhador e da Trabalhadora, a national programme for preventing and monitoring work-related deaths. The programme requires investigation of suspected or confirmed work-related fatalities and analysis of workplace environments and processes where appropriate. For PPE suppliers, this strengthens the role of equipment within broader prevention programmes, particularly where investigations identify exposure to physical, chemical, biological, or operational hazards requiring additional protective measures.
The growing recognition of occupational safety and health among both employers and employees has created a robust demand for personal protective equipment. This trend reflects a broader commitment to fostering a safe work environment, driven by regulatory compliance, ethical considerations, financial incentives, and technological advancements, thereby leading to Brazil personal protective equipment market development. As organisations continue to prioritise worker safety, the market is likely to expand further, leading to improved outcomes for both employees and employers alike. This heightened awareness has resulted in a growing demand for personal protective equipment.
