Around 600,000 individuals use Dutch home care services. The categories eligible for regular, long-term home care in the Netherlands include the elderly, chronically ill, and those with physical disability or mental disability. Under certain circumstances, home care for the short-term may be required, for example, those just back come home from the hospital, preparing for the birth of a baby, needing follow-up care after giving birth, and recovering from a serious illness or accident. Such requirements are expected to drive the Netherlands home healthcare market. The different types of home care resources include prenatal and postpartum courses, rental of ‘bedklossen’ (metal frames used to raise a bed; helps women who have just delivered a child at home), meal services, rental crutches, baby scales, special rental beds, rental bed pans, rental wheelchairs, and rental lifting devices. If someone is not able to fulfil their basic needs and household chores due to disability or illness, they are provided different forms of care including hairdressing and pedicure services, help in buying new clothes, dietary and nutritional advice, etc.
Payment for home care in the Netherlands depends on the type of care required. It could be covered by the concerned patient’s municipality, insurance policy, or by the patient themselves. With respect to long-term care at home, the central and local governments and health insurance companies assume joint responsibility. The municipality offers support at home under the Social Support Act (officially known as WMO 2015). This is non-medical support, like day activities or domestic help. Support for informal carers is also a municipal responsibility.
Individuals who require someone to give them their medication, help them shower and dress may get nursing and personal care at home; health insurance companies cover such costs. A district nurse makes a decision on what care services are required. People in need of 24-hour care may be admitted to a care institution under the terms of the Chronic Care Act. Central government is responsible for such care. People may also receive constant care at home, but only if feasible and the costs do not exceed the costs of residential care.
