The US-Israel-Iran conflict, which commenced with joint airstrikes on 28 February 2026, has created a complex and contradictory environment for the North America renewable energy workforce. The closure of the Strait of Hormuz has disrupted approximately 20% of global seaborne oil trade, pushing Brent crude past USD 120 per barrel and intensifying the strategic argument for domestic renewable energy deployment. The International Energy Agency has described the situation as the "greatest global energy security challenge in history," reinforcing the long-term need for a skilled clean energy workforce.
However, the renewable energy workforce in North America was already under significant pressure before the conflict began. According to Climate Power, 172,988 clean energy jobs were lost or stalled between November 2024 and February 2026, as 354 clean energy projects or companies cancelled, delayed, or scaled back operations. The One Big Beautiful Bill Act rolled back many clean energy tax credits and imposed new restrictions, pressuring early-stage wind and solar project pipelines. Economy and Environment (E2) characterised 2025 as a "year of loss" for renewable energy investments, jobs, and manufacturing across the United States.
The Iran conflict introduces both challenges and potential opportunities for the renewable energy workforce. Rising energy costs and disrupted supply chains are delaying project timelines, which in turn delays hiring for construction, installation, and maintenance roles. Air freight costs spiked 400% in certain corridors, and maritime transit times have extended to 49 days due to Cape of Good Hope diversions, slowing the delivery of solar panels, wind turbine components, and battery systems needed to sustain job creation.
Conversely, the energy shock may accelerate government and private sector interest in domestic renewable energy capacity. IEA Executive Director Fatih Birol stated that the crisis would drive an acceleration of renewables as a homegrown energy source. Countries such as Spain, Portugal, and Pakistan have demonstrated that prior investments in solar and battery storage reduced their vulnerability to the current energy shock, underscoring the workforce development imperative for North America to build resilient, domestically sourced clean energy capacity.

While policies and market growth are driving the implementation of renewable energy, the human capital behind it is equally important. This paper describes emerging trends and challenges of readily developing a workforce, focusing on education and training and workforce development in North America's renewable energy industry.
The renewable energy labor force is dynamic, requiring continuous upskilling to keep pace with technological innovation and industry standards. This content complements the core North America Renewable Energy Market Report 2026 by focusing on the people and skills powering sector growth.
As the renewable energy industry has expanded, so too has workforce development garnered interests from the private sector and policy makers. The government has provided funding and policy support for the intention of increasing jobs in clean technology, while the private sector and the industry are engaged in developing training programs for potential employees. Nonetheless challenges remain to closing gaps in worker competencies in that the lack of qualified workers is primarily restricted to rural and remote areas of the labor market. To close workforce skills gaps it will rely on qualified educators and trainers, support from private industry to further develop of workforce supply, and state investments in workforce training across a rapidly evolving market. This creates net-new human capital. This will support meeting the United States and Canada's clean-energy goals and support equitable economic development and employment stability during this transition in energy.
Addressing the workforce issue is crucial for North America’s transition to renewable energy. An extensive analysis on skills shortages reveals gaps in crucial roles like technicians, engineers, project managers, and other professionals needed to execute renewable energy projects successfully.
In North America, addressing a talent shortage is one aspect of the renewables transition. A proactive skills shortage analysis shows continuous gaps in technicians, engineers, project managers, and other professions with regard to renewable-energy projects. Education and training opportunities, such as vocational training institutes and industry certifications, and even tertiary education, will also likely continue to increase. The Canadian Government contributed more than CAD 28.7 million by September 2025 to train clean-energy workers and increase AI research capacity.
DEI (diversity, equity, and inclusion) initiatives will also be extended to create access and pipeline development opportunities to clean energy for the under-represented groups. With natural sector growth and technological advancement, demand is likely to increase and creating a diverse, competent-skilled, and technically capable workforce, ready for the future, is becoming a hallmark of market competitiveness and a top enabling success factor to wind energy objectives in North America.
