Load balancing has evolved from a static infrastructure component into a fully software-defined function within modern cloud environments. Enterprises are currently doing business in mixed and multi-cloud environments where applications are dispersed across platforms in regions and even edge locations. Such a scale of distribution has rendered the conventional methods of traffic routing inadequate since the workloads are no longer constant and predictable.
Software-defined load balancing serves as an effective response to this growing complexity. It isolates traffic control logic and physical infrastructure and permits centralized policy control in the distributed systems. It implies that an enterprise only has to specify the routing behavior and use it repeatedly, even in many environments, without having to manually configure individual nodes.
The advent of microservices and container-based application environments has led to the creation of unceasing internal traffic, necessitating load balancers to handle external traffic as well as service-to-service traffic, with real-time routing decisions. Automation has become necessary as well, whereby development functions dynamically to adjust traffic according to the latency, health, and regional availability in efforts to enhance resiliency and minimize manual intervention. Simultaneously, the security is also being integrated into the load balancing platforms, thus allowing for encryption, inspection, and control of entry points in order to enhance loading efficiency and security.
In July 2023, Microsoft Azure introduced a significant advancement in software-defined load balancing by making its cross-region load balancing capability available within the global tier of Azure Load Balancer. This capability enables organizations to distribute traffic across multiple Azure regions using a single anycast IP address. It automatically routes users to the nearest healthy region and ensures seamless failover in the event of a regional outage. This change is indicative of the general trend to move to a globally distributed load-balancing orchestration of traffic in which load balancers are more actively involved in managing availability than in request distribution.

One of the major factors that has contributed to the adoption of software-defined load balancing is the emergence of multicloud strategies, where organizations load balance workloads between a variety of cloud providers so that they can enhance resiliency and mitigate the risk of dependence, which causes the need to manage traffic uniformly across different environments. Meanwhile, increasing automation in IT operations is causing organizations to eliminate manual configuration as automated systems dynamically modify the traffic depending on real-time conditions in order to maintain efficiency and reduce downtime. Moreover, the growth in cloud-native application development, especially microservices, is accelerating the demand for intelligent scaling and routing.
Despite these benefits, several challenges continue to hinder adoption. The major problem is operational complexity because software-defined systems need the knowledge of cloud architecture, networking, and application behavior. These skills are lacking in many organizations, and hence, configuration and management are not easy. Another obstacle is legacy infrastructure integration, as legacy on-premise systems do not support distributed clouds. The redesign and planning to move to software-defined models incur higher costs and risk of migration. Another restrictive aspect is cost, as the more sophisticated platforms, global traffic management, automation, and security capabilities are not inexpensive, so organizations have to find a balance between functionality and cost.
